Special Project

Finance Letters, and Budget Change
Proposals

- Provide day-to-day direction to State Controller’s Office project staff

| Purpose |
Provide business process expertise throughout all phases of the project for areas such as Organizational Management (Position Management), Benefits Administration, Payroll, Personnel Administration, Time Management (Timekeeping), Leave Accounting, and Management Reporting.

- Provide program expertise in all functional areas of project
- Participate in stakeholder review and input of business requirements
- Work jointly with System Integration partner to design and implement the new SAP HRMS/Payroll system

| Purpose |
Provide technical expertise during all phases of the project.

| Responsibilities |
- Work collaboratively with project
business and system integrator staff through
all project phases
- Implement and administer the technical
infrastructure for the new SAP HRMS/Payroll system (performance,
application security, database administration,
etc.)
- Participate in analysis, design,
build, and implementation of the new SAP
HRMS/Payroll system
- Develop specifications and applications/programs
for reporting, business warehouse, interfaces
and conversion for the new SAP HRMS/Payroll system
- Advise team on current and future
technology capabilities and the suitability
for their use with this project. Interpret
and apply the technology direction described
in the Controller's Office Information
Technology Strategic Plan
- Provide ongoing support and maintenance
of the new SAP HRMS/Payroll system

| Purpose |
Establish and maintain communications with stakeholders during all phases of the project.
|
| Responsibilities |
- Develop, maintain and implement the project's Communications Plan
- Work with stakeholders such as business partners, departments, and control agencies to determine business needs, gather information and identify system design impacts
- Provide central agency and departmental review and input to project staff on business requirements, business practices, and project direction
- Recommend business practice improvements on items within project scope
- Prepare departments and other stakeholders for organizational business process and cultural changes resulting from the 21st Century Project implementation
- Train departments so that end users receive training to ensure the right skills and knowledge are provided to succeed in the new environment.

| Purpose |
Provide expertise on Human Resources related functions.

| Responsibilities |
- Provides DPA perspective relative to Human Resource (HR) functionality
- Work with stakeholders such as business partners, departments and control agencies to determine business practices and gather information and identify system design impacts
- Recommend business practice improvements on items within project scope
- Prepare departments and other stakeholders for organizational business process and cultural changes resulting from the 21st Century Project implementation
- In conjunction with DPA Labor Relations work with Labor Relations community participate in Collective Bargaining “meet and confer” sessions
