Preparing for change is essential for a smooth transition to the new system. The 21st Century Project provides a comprehensive organizational change management plan which includes communications, workforce preparation, and end-user training to assist you in preparing for change. Successful statewide implementation hinges on support at every level.

Statewide Collaborative Effort
|
The 21st Century Project is a statewide, collaborative effort. While the State Controller’s Office (SCO) is the executive sponsor for the project, we are working closely with our business partners such as the Department of Personnel Administration, Department of Finance, CalPERS, Judicial Council, California State University, Department of Technology Services, and others to ensure that the new system meets statewide business needs. Refer to the list of project stakeholders for an expanded list of those groups affected by the project.
Department of Personnel Administration (DPA), as a key business partner, is working closely with SCO to ensure the new HRMS/Payroll system meets the conditions and requirements of applicable laws, rules, and bargaining agreements. DPA will provide expertise relating to the classification and pay system, Human Resources (HR)/labor relations policy and business practices, and HR data reporting needs of state leadership, control agencies, and departments. DPA and the SCO are in collaboration to lead organizational change management activities designed to address people-related challenges associated with the project and to promote awareness, understanding, and acceptance of the new system with all stakeholders.

Executive Management Support
|
We expect to involve high-level management in the project. At this point we have been working with the management of our business partners. As the project progresses, we will seek to involve department management support to communicate project messages, prepare the workforce for change, and accomplish other activities related to the transition to the new system and related business processes.

Change Management Strategies
|
The 21st Century Project life cycle occurs in five project phases over a four-year period. The project has a large communications effort that will accelerate as the project moves forward. Communication and collaboration with specific departments will increase significantly as they prepare for deployment. The project team will work closely with departments to ensure:
- Leaders are actively involved throughout the project
- Employees understand how the change will personally affect them
- End users receive training to ensure the right skills and knowledge are provided to succeed in the new environment
- Stakeholders receive relevant, focused and timely communications
- Departments are prepared and ready to deploy the new system
The 21st Century Project Team will provide support and guidance to departments in navigating the changes required to implement the new system and business processes. Additional information on preparing for change will be provided as it becomes available.
